Ironically, I'm finishing off some spats today for my (rule 63) Bolin cosplay. I went with spats simply because they were the most functional/practical thing for me to do and they could fit right over a pair of 14 eyelet Doc Martens (which I already own and they're only calf high, you could probably get away with shorter footwear).

Obviously, not a perfect tutorial for what you're doing. You'll have to do some alterations to it but it's a good place to start. I lined my own spats with felt for stability and to help mask the height of my boots, and I'm going to be adding buttons to mine (as part of the 'rule 63' thing, also an artistic choice because I'm a jerk like that) but you could probably get away with some small hooks or even velcro if you don't mind doing extra stitching.
For reference, here's how my own are turning out so far:

They're actually pretty darn solid and stay up really well.

I'm planning on making these two this summer, as well, so I did a bit of research into 1920's fashion. They're both wearing knickers, those short, poofy pants. These were usually worn with shoes that ended at the ankle, and then long socks that went over the knee and under the hem of the pants. Spats were also common in that time, but men's spats were usually shorter and were worn with long pants (spats are these shoe covers that are generally a lighter color and have a stirrup that goes beneath the sole; google image search if you haven't seen them). I think the designers here were going for a spat look, but there are no buttons and they wouldn't be worn with knickers, anyway. To get this hybrid spat-sock look, I'm just making that part out of a stretchy, but tough, fabric, and having it worn over a simple black flat (I'm thinking a low kung-fu type boot, but anything black and flat will work). To get that pattern, you can either do guesswork (stretchy fabrics can be rather forgiving for simple shapes like this), but I'm going to use a tape-cast method that I have outlined in a boot tutorial on my dA (link to profile is in sig).
As for the pants and jacket, you should be able to find patterns and alter them. A good knicker pattern (I love that they're knickers, by the way) won't even need to be altered. I'm using twill for the jackets and a wool flannel for the pants, fabrics popular at the time, but they could be anything with a proper drape.
There's an Avatar sub-forum over in the cartoons/comics forum, and if you need more help there are usually people there fairly often that are familiar with the show.
